Consultation and Citizens’ Tactics for the Creation of a Cultural Facility in Bordeaux

The analysis of collective action to reopen and manage a cultural facility highlights citizens’ capacity to acquire complex knowledge, and shows that they must learn to circumvent the rules of public consultation in order to carry weight in decision making. Between citizens and elected representatives, associations appear to be a vector for the deepening of democracy.
